Quick answer
A WhatsApp Business API messaging limit is the maximum number of unique customers your business can message outside a customer service window in a moving 24-hour period. New business portfolios start at 250. You unlock 2,000 by verifying your business or sending 2,000 high-quality messages in 30 days, and Meta then raises the limit automatically to 10,000, 100,000 and unlimited, within 6 hours each time, as long as your messages are high quality and you use at least half your limit. Replies to customers who messaged you in the last 24 hours do not count.
Messaging limits decide how many customers you can reach with campaigns, reminders and alerts each day on the WhatsApp Business API. Meta updated how they work: limits are now set for your whole business portfolio, not for each phone number, and the first step up is now 2,000. This guide explains the current rules from Meta's documentation, what counts, how to grow your limit and how to check it.
The messaging limit levels
| Level | Unique customers per 24 hours | How you get there |
|---|---|---|
| Starting | 250 | Every newly created business portfolio |
| Level 1 | 2,000 | Business verification, partner verification, or 2,000 high-quality messages in 30 days |
| Level 2 | 10,000 | Automatic increase |
| Level 3 | 100,000 | Automatic increase |
| Unlimited | No cap | Automatic increase |
The limit counts unique customers, not messages. If you send three messages to the same customer in a day, that is one customer towards your limit.
What counts towards the limit
Counts
- Messages you start with a customer who has not messaged you in the last 24 hours, such as campaigns, reminders and alerts.
- Each unique customer you reach this way in a moving 24-hour period.
Does not count
- Your replies inside an open customer service window, that is, within 24 hours of the customer's last message.
- Messages customers send to you.
The limit is shared by your whole portfolio
Meta calculates messaging limits at the business portfolio level. Every phone number in the portfolio shares the same limit, so one number can use up the whole allowance in a day. If you run several numbers, for example one for sales and one for support, plan your campaigns so they do not compete for the same limit.
How to go from 250 to 2,000
Complete any one of these three paths:
- Verify your business with Meta in the Security Center of your business portfolio. This is usually the fastest route. See the documents required in India.
- Have your partner verify your business, if a Meta partner onboarded you.
- Send 2,000 delivered messages outside customer service windows to unique customers within 30 days, using templates with a high quality rating.
Meta then reviews the quality of your messages before approving the increase. If it is not approved, your limit stays at 250 until you try again.
How automatic increases work
Once you are at 2,000, Meta raises your limit by one level within 6 hours when both of these are true:
Condition 1
High-quality messages
You are sending high-quality messages across all your phone numbers and templates.
Condition 2
You use your limit
In the last 7 days, you have used at least half of your current limit. For example, at 2,000 you need to reach about 1,000 unique customers.
In practice, a business with good message quality that keeps using its limit can climb from 2,000 to unlimited step by step. A business that sends rarely stays at its current level, even with perfect quality.
Quality rating: the thing that can hold you back
Meta rates the quality of your messages based on how customers react to them, including how often they block or report your number. Quality is shown as high (green), medium (yellow) or low (red) in WhatsApp Manager.
- High quality is a condition for every increase, so low quality stops your limit from growing.
- If quality stays low, Meta can flag your number and lower its messaging limit.
- Repeated policy violations are handled separately and can lead to restrictions on your account.
Keep quality high: message only customers who opted in, send content they expect, keep marketing messages relevant, make it easy to opt out, and do not send too often. Our template guidelines explain how templates are rated and paused.
Messaging limits vs throughput vs template limits
Three different limits often get mixed up:
| Limit | What it controls | Numbers |
|---|---|---|
| Messaging limit | How many unique customers you can message outside a service window in 24 hours | 250, 2,000, 10K, 100K, unlimited |
| Throughput | How fast messages go out from one phone number | Up to 80 messages per second by default; 20 per second for numbers used with the WhatsApp Business app |
| Template limit | How many message templates you can create | See template guidelines |
A number is upgraded automatically to up to 1,000 messages per second, at no cost, when its portfolio has an unlimited limit, it reaches 100,000 or more unique customers outside service windows in 24 hours, and its quality is medium or higher. A higher throughput does not remove your messaging limit.
How to check your messaging limit
- WhatsApp Manager: go to Account tools > Messaging limits to see your current limit and progress.
- API: developers can read the
whatsapp_business_manager_messaging_limitfield of the phone number. The oldermessaging_limit_tierfield is deprecated. - QuickMessage: our team can check your current limit and quality for you and plan campaigns around it.
How to grow your limit faster
- Verify your business early. It takes you from 250 to 2,000 without waiting for sending volume.
- Start with useful messages. Order updates, reminders and alerts are welcome and keep quality high.
- Send to opted-in customers only. Unwanted messages lead to blocks and reports.
- Grow steadily. Use at least half your limit regularly so Meta keeps raising it.
- Watch your quality rating after every campaign and pause a template that customers are blocking.

Frequently asked questions
What is the messaging limit for a new WhatsApp Business API account?
Newly created business portfolios can message 250 unique customers outside a customer service window in a moving 24-hour period. Verifying your business raises it to 2,000.
How do I increase my WhatsApp messaging limit?
Reach 2,000 by verifying your business, having your partner verify it, or sending 2,000 high-quality messages in 30 days. After that, Meta raises your limit one level within 6 hours when your messages are high quality and you used at least half your limit in the last 7 days.
Do replies to customers count towards the messaging limit?
No. The limit applies to messages sent outside a customer service window. Replies within 24 hours of a customer's last message, and messages customers send you, do not count.
Is the messaging limit per phone number?
No. Meta sets messaging limits at the business portfolio level, and all phone numbers in the portfolio share the same limit.
Can my messaging limit go down?
Yes. High message quality is required for increases, and if quality stays low, Meta can flag your number and lower its limit. Message only opted-in customers to keep quality high.
