Quick answer
Meta charges the WhatsApp Business API per delivered message, by category. For Indian numbers, Meta's list rates from 1 October 2026 are about ₹0.8631 per marketing message and ₹0.1150 per utility or authentication message. Messages customers send you are free, the first 1,000 service replies per number each month are free, and replies to Click-to-WhatsApp ad leads can be free for up to 7 days. Your provider adds its own platform fee or margin on top, and Indian businesses must move their WhatsApp billing to INR by 31 December 2026.
The total cost of the WhatsApp Business API has two parts: what Meta charges for each message, and what your provider charges for its platform. This guide explains the first part: how Meta's pricing works in 2026, what is free, the India rates, the October 2026 changes and the new INR billing deadline. For our own plans and per-message rates, see the QuickMessage pricing page.
How Meta charges: per delivered message
Since 1 July 2025, Meta charges per message instead of per conversation. Three rules decide your bill:
- You pay only when a message is delivered. Messages that fail to deliver are not charged.
- The price depends on the category of the message: marketing, utility, authentication or service.
- The price depends on the customer's country, based on their phone number's country code. This guide uses the rates for Indian numbers.

What is free
Messages from customers
Meta never charges for messages a customer sends to your business.
1,000 service replies a month
Every business phone number gets 1,000 free service messages each month. Unused messages do not carry over.
Click-to-WhatsApp ad leads
When a customer messages you from a Click-to-WhatsApp ad and you reply within 24 hours, a free entry point window opens for up to 7 days. Marketing, utility, authentication and service messages in that window are free. It works when the customer uses WhatsApp on Android or iOS.
Government and non-profits
Eligible government and non-profit organisations keep service messages free beyond the free tier, until 31 December 2027.
What changed on 1 October 2026
- Service messages are now charged after the first 1,000 free each month per phone number.
- Utility templates sent inside an open customer service window are now charged. They had been free since July 2025.
- Authentication-international rates apply in more markets, including India.
Our detailed guide to service message charges from October 2026 explains how to plan for this change.
INR billing: the 31 December 2026 deadline
Meta launched India billing localisation on 1 January 2026. Eligible Indian businesses must move their WhatsApp messaging accounts to INR by 31 December 2026. From 1 January 2027, Meta will no longer deliver messages from eligible accounts that are still billed in another currency.
- An account's currency is chosen when it is created and cannot be changed directly; Meta provides a currency migration process.
- If your provider manages billing for you, ask them to confirm your account is on INR.
- QuickMessage bills in INR with a GST invoice.
Volume discounts for utility and authentication
Meta offers lower rates for very high volumes of utility and authentication messages. Volume is counted across your whole business portfolio and resets every month. For India, the utility list rate applies up to about 25 million messages a month, and authentication discounts start at around 750,000 messages a month, so most small and mid-sized businesses pay the list rate. Messages sent inside a free entry point window do not count towards these tiers.
What a month costs in Meta charges
An example for a business sending to Indian numbers, at Meta's list rates and before taxes and provider fees:
| Messages in a month | Calculation | Meta charge |
|---|---|---|
| 5,000 marketing | 5,000 × ₹0.8631 | ₹4,315.50 |
| 3,000 utility | 3,000 × ₹0.1150 | ₹345.00 |
| 1,000 authentication | 1,000 × ₹0.1150 | ₹115.00 |
| 2,500 service replies | (2,500 − 1,000 free) × ₹0.1150 | ₹172.50 |
| Total | ₹4,948.00 |
Marketing messages make up most of the bill. Keeping updates and reminders in the utility category, replying quickly inside the 24-hour window and using Click-to-WhatsApp ads for leads are the easiest ways to keep Meta charges low.
Meta charges vs what you pay a provider
Businesses use the WhatsApp Business API through a provider such as QuickMessage, which gives you the dashboard, shared inbox, chatbots, campaigns and support. Providers charge in one of these ways:
- A monthly platform fee, with Meta's per-message charges passed through.
- Per-message rates that include Meta's charge and the provider's margin.
- A mix of both.
When you compare providers, look at the total monthly cost for your real message mix, plus what is included: team members, chatbot flows, support and onboarding help. Our pricing page lists every QuickMessage rate and plan, with a worked monthly example.
How to keep your WhatsApp bill low
- Pick the right category. Order updates and reminders belong in utility, which costs much less than marketing. See our template guidelines.
- Reply within 24 hours. The first 1,000 service replies each month are free.
- Use Click-to-WhatsApp ads for new leads, so follow-ups fall inside the free entry point window.
- Segment your marketing. Send offers to customers likely to buy instead of your whole list.
- Remove numbers that never read your messages. Delivered messages are charged even if they are never opened.
