Quick answer
Every WhatsApp template belongs to one of three categories. Marketing templates promote something: offers, sales, new products, greetings or reminders to buy. Utility templates update a customer about something they already did or asked for, like an order, booking or payment, with no promotion at all. Authentication templates only send one-time passwords (OTPs). For Indian numbers, Meta charges about ₹0.8631 per marketing message and ₹0.1150 per utility or authentication message, so choosing the right category matters. If a utility template contains any promotion, Meta treats it as marketing.
On the WhatsApp Business API, you can message a customer first only with a pre-approved template, and each template must have a category. The category decides what the message may say, how Meta reviews it and what you pay for every delivered message. This guide compares the three categories side by side, with examples, Meta's rules and the mistakes that turn a cheap utility message into a marketing one.
Marketing vs utility vs authentication at a glance
| Marketing | Utility | Authentication | |
|---|---|---|---|
| Purpose | Awareness, sales, re-engagement | Follow up on something the customer did or asked for | Verify identity with a one-time password |
| Typical examples | Offers, sale alerts, new arrivals, festival greetings, cart reminders | Order confirmation, shipping update, appointment reminder, payment due alert | Login OTP, signup verification, password reset code |
| Promotion allowed? | Yes | No, not even a small offer | No |
| Content | Most flexible: text, media and buttons | Text, media and buttons, but the content must be non-promotional | Fixed preset text from Meta; no URLs, media or emojis |
| Meta rate for Indian numbers | ₹0.8631 | ₹0.1150 | ₹0.1150 (₹2.4971 if the business is registered outside India) |

Marketing templates
Meta calls marketing the most flexible category. Use it for any message that tries to sell, promote or bring a customer back. Meta also treats two other kinds of template as marketing: templates that mix utility and marketing content, and templates whose purpose is unclear.
Use marketing for:
- Offers, discounts, coupon codes and sale announcements
- New product launches and back-in-stock alerts
- Festival and birthday greetings
- Abandoned cart reminders that encourage checkout
- Renewal messages with a discount, and win-back messages
Example: marketing
Hi {{1}}, our Diwali sale is live! Get 20% off everything until {{2}} with code DIWALI20. Tap below to shop.
Marketing messages need the customer's opt-in, and Meta also limits how many marketing messages one person receives from businesses. When that limit is reached, Meta does not deliver the message and returns error 131049. Our guide to WhatsApp error 131049 explains what to do. For ready-made offer messages, see our Diwali wishes and offer templates.
Utility templates
Utility templates follow up on an action or request from the customer. Meta's rule has two parts. The template must be:
- Non-promotional: no offers, upsells, discounts or attempts to secure a renewal, and
- Specific to the customer (about their own order, booking, account or request), or essential to them, such as a safety notice or product recall.
Use utility for:
- Order confirmations, shipping and delivery updates
- Appointment and booking confirmations and reminders
- Payment receipts, invoices and payment due reminders
- Account alerts, such as a change of details
- Feedback requests about a specific order or interaction
Example: utility
Hi {{1}}, your order #{{2}} has been shipped and should reach you by {{3}}. Track it here: {{4}}
Add one line such as "Use code SAVE10 on your next order" to the same message, and it becomes a marketing template, charged at the marketing rate.
Authentication templates
Only authentication templates can send one-time passwords for identity verification, and they cannot be used for anything else. They are the strictest category:
- The text is preset by Meta. You create the template from Meta's template library, for example "{{1}} is your verification code." You cannot write your own wording.
- No URLs, media or emojis, and the code parameter can be up to 15 characters.
- Optional extras: a security line telling the customer not to share the code, and an expiry note from 1 to 90 minutes.
- An OTP button is required: copy code (the customer taps to copy), one-tap autofill (opens your Android app with the code) or zero-tap (Android only; your app reads the code with no tap).
Example: authentication
482913 is your verification code. For your security, do not share this code.
This code expires in 10 minutes. · [Copy code]
For Indian numbers, authentication costs the same as utility. A business registered outside India that sends OTPs to Indian numbers pays the higher authentication-international rate. Read more in our WhatsApp OTP verification guide.
Where service messages fit
Service messages are not a template category. When a customer messages you, a 24-hour customer service window opens, and inside it you can reply with free-form text, media or buttons without a template. The first 1,000 service messages per phone number each month are free; after that, Meta charges them at the utility rate. Templates are needed only to start a conversation or to message after the window closes.
Which category is this message? Common cases
| Message | Category | Why |
|---|---|---|
| "Your order #123 is confirmed." | Utility | About the customer's own order, no promotion |
| "Your order #123 is confirmed. Get 10% off your next order!" | Marketing | Mixed content is marketing |
| "You left items in your cart. Complete your purchase." | Marketing | Encourages a purchase |
| "Your EMI of ₹5,000 is due on 5 November." | Utility | Reminder about the customer's own account |
| "Your plan expires soon. Renew today and save 20%." | Marketing | Renewal with a discount |
| "How was your delivery of order #123? Rate us." | Utility | Feedback about a specific order |
| "Tell us what you think of our brand." | Marketing | A general survey not tied to an order |
| "Happy Diwali from all of us!" | Marketing | Greetings are not tied to a customer action |
| "482913 is your verification code." | Authentication | One-time password |
What happens if you pick the wrong category
Meta checks the category of every template, both when you submit it and after it is approved:
- When you submit: Meta can reject a template with the reason "incorrect category". Since 9 April 2025, a template submitted as utility that Meta sees as marketing is approved as marketing instead.
- After approval: if an approved utility template looks like marketing, Meta changes its category to marketing. The template stays approved and usable, but every message is then charged at the marketing rate. Meta usually gives one day's notice; businesses that have received a misuse warning get no notice.
- Authentication misuse: if an authentication template is used for something other than OTPs, Meta rejects it on the first day of the following month, after giving notice.
- Appeals: if you think Meta got it wrong, you can request a category review through Meta Business Support, usually within 60 days.
For other reasons templates fail review, see our guide to WhatsApp template rejection reasons.
Why the right category saves money
Take 10,000 order updates a month sent to Indian numbers, at Meta's list rates before taxes:
As utility
10,000 × ₹0.1150 = ₹1,150
With a promo line added (marketing)
10,000 × ₹0.8631 = ₹8,631
One extra line turns the same updates into a bill more than seven times higher. Keep updates purely informational, and send offers separately as marketing campaigns to customers who want them.
How to choose the right category: 3 questions
- Is it a one-time password? Use authentication. Nothing else can send OTPs.
- Does it promote, sell or persuade in any way? Use marketing, even if most of the message is an update.
- Is it about something this customer did or asked for, or something essential to them? Use utility.

Frequently asked questions
What is the difference between marketing and utility templates on WhatsApp?
Marketing templates promote something, such as an offer, a sale or a new product. Utility templates update a customer about their own order, booking, payment or account, or about something essential, and must contain no promotion. In India, Meta charges about Rs 0.8631 per marketing message and Rs 0.1150 per utility message.
Can I add an offer to a utility template?
No. Any promotion, discount or upsell makes the template marketing. Meta will approve it as marketing or change its category later, and every message will be charged at the marketing rate.
Can I write my own text for an authentication template?
No. Authentication templates use preset text from Meta's template library, such as "code is your verification code". You can add an optional security line and an expiry time of 1 to 90 minutes, and you must add an OTP button. URLs, media and emojis are not allowed.
Is an abandoned cart reminder utility or marketing?
Marketing. Meta treats a cart reminder that encourages the customer to complete a purchase as marketing, even though it relates to the customer's own cart.
What happens if Meta changes my template's category?
If Meta changes an approved utility template to marketing, the template stays approved and usable, but messages are charged at the marketing rate. You can edit the template to remove the promotional content, or request a category review through Meta Business Support, usually within 60 days.
