Quick answer

From October 1, 2026, Meta charges for WhatsApp service messages (your free-form replies inside the 24-hour customer service window). Each business phone number still gets 1,000 free delivered service messages every month; from the 1,001st message onwards, every service message is billed. Utility templates sent inside an open window are now charged too. Messages customers send to you remain free.

For years, replying to a customer on the WhatsApp Business API cost nothing as long as you answered within 24 hours. That made WhatsApp the cheapest support channel most Indian businesses had. Meta changed that on October 1, 2026.

This guide explains exactly what changed, what is still free, how the 1,000-message free tier works, and what the new rules mean for your monthly bill, with a worked example at QuickMessage's current rates.

What changed on October 1, 2026?

Meta moved WhatsApp to per-message pricing on July 1, 2025. Under that model, template messages (marketing, utility and authentication) were billed per delivered message, while service messages inside an open customer service window were free. From October 1, 2026, two things changed:

Message Before Oct 1, 2026 From Oct 1, 2026
Service messages (free-form replies in the 24-hour window) Free, no limit First 1,000 per business phone number per month free, then charged
Utility templates sent inside an open window Free Charged at the utility rate
Marketing, utility and authentication templates outside the window Charged Charged (no change)
Messages customers send to you Free Free (no change)

What counts as a service message?

A service message is any non-template message you send while a customer service window is open. The window opens for 24 hours each time a customer messages your business. Replies typed by your support agents, answers sent by a chatbot and messages from third-party AI tools all count as service messages.

Once the window closes, you cannot send a service message at all. To reach that customer again you need an approved template, which is billed in its own category (marketing, utility or authentication).

How the 1,000 free service messages work

  • Per business phone number. Each WhatsApp number on your account gets its own 1,000 free service messages.
  • Delivered messages only. Meta counts and bills delivered messages, not messages you attempt to send.
  • Resets every month. The free tier resets at 12 am in your WhatsApp account's time zone at the start of each month.
  • No rollover. Unused free messages do not carry over to the next month.
  • The 1,001st message is billed. Every service message after the first 1,000 in a month is charged at the service rate for the customer's country.

Utility messages inside the window are now charged

This is the change many businesses miss. Since July 2025, a utility template (an order update, a payment receipt, a delivery alert) sent while the customer's window was open cost nothing. From October 1, 2026, Meta bills it at the normal utility rate, just like a utility template sent outside the window.

In practice: if a customer is already chatting with you, a plain free-form reply is a service message and falls within your free 1,000. Sending a utility template in the same chat is now billed separately.

What is still free?

Messages from customers

Everything a customer sends to your business is free, at any volume.

The first 1,000 service messages

Per business phone number, every month, as explained above.

Chats from click-to-WhatsApp ads

When a customer messages you from a click-to-WhatsApp ad on Android or iOS and you reply within 24 hours, Meta opens a free entry point window that can stay open for up to 7 days. Inside it, marketing, utility, authentication and service messages are not charged.

Eligible governments and non-profits

Meta keeps service messages free beyond the 1,000 tier for eligible government and non-profit accounts until December 31, 2027.

What if there is no payment method?

Meta's rule is simple: without a payment method on the WhatsApp account, Meta still delivers service messages within the free tier but stops delivering them once the 1,000 free messages are used up. Your customers would simply stop receiving your replies for the rest of the month.

If you use QuickMessage, message charges are paid from your prepaid QuickMessage wallet, so keep the wallet topped up and service replies keep flowing after the free tier.

What it costs on QuickMessage

QuickMessage's per-message rates for messages to Indian numbers (as of October 2026, excluding 18% GST):

Marketing

₹0.96

Utility

₹0.18

Authentication

₹0.18

Service

₹0.12

after 1,000 free / month

Example: a support team on one number

Say your support team sends 3,500 service replies and 800 in-window order updates (utility templates) from one WhatsApp number in a month:

Service: (3,500 − 1,000 free) × ₹0.12₹300.00
Utility in window: 800 × ₹0.18₹144.00
GST at 18%₹79.92
New monthly message cost₹523.92

Before October 2026, both lines would have been free. The change is real, but for most Indian support teams it is a few hundred rupees a month, not a reason to leave WhatsApp. See the full rate card and plans on our pricing page.

7 ways to keep your service message bill low

  1. Answer in fewer, complete messages. Every delivered message counts. One clear reply costs less than three short ones.
  2. Use interactive buttons and lists. A chatbot menu that lets customers pick an option resolves queries in fewer messages than back-and-forth typing.
  3. Prefer a free-form reply over a template inside the window. In an open chat, a service reply uses your free 1,000; a utility template is billed.
  4. Run click-to-WhatsApp ads for sales enquiries. Reply within 24 hours and the conversation can stay free for up to 7 days.
  5. Watch your monthly count per number. Track how close each number is to 1,000 service messages so the bill holds no surprises.
  6. Keep templates in the right category. A transactional update submitted as marketing pays ₹0.96 instead of ₹0.18. See template rejection reasons and fixes.
  7. Keep your wallet topped up. Without balance or a payment method, replies stop after the free tier.

What about Meta's own AI agent?

If you use Meta's Business AI agent, those messages follow a separate model: Meta bills them by tokens rather than by message category, and they are charged even inside the free tiers and ad windows. Replies from your own chatbot or a third-party AI tool are ordinary service messages and follow the 1,000-free rule.

Frequently asked questions

Are WhatsApp service messages still free?

Partly. From October 1, 2026, each business phone number gets 1,000 free delivered service messages per month. After that, every service message is charged at the rate for the customer's country.

Is the 1,000 free limit per account or per number?

Per business phone number. Each WhatsApp number on your account has its own monthly free tier, and unused messages do not roll over.

Are utility messages inside the 24-hour window still free?

No. From October 1, 2026, utility templates sent in an open customer service window are charged at the utility rate.

How much does a service message cost on QuickMessage?

₹0.12 per message to Indian numbers after the first 1,000 free each month, plus 18% GST (rate as of October 2026).

Do click-to-WhatsApp ad chats still get a free window?

Yes. If a customer messages you from a click-to-WhatsApp ad on Android or iOS and you reply within 24 hours, Meta's free entry point window can stay open for up to 7 days, and messages inside it are not charged.
